This initiative was developed as a structured approach to mobilising and coordinating local volunteers and citizens in disaster preparedness. Unlike ad-hoc volunteer efforts, LRT is designed as a systematic and replicable model that can be adopted by municipalities, civil protection agencies, and humanitarian organizations.
